Non-Business Entities of the R&D&I System
Type of Support and Geographic Coverage
Support for individual or co-promotion operations aimed at fostering national co-financing for Portuguese entities participating in European R&D projects, where co-financing is exclusively ensured by national sources.
Eligible operations include industrial research and/or experimental development activities leading to the creation of new products, processes, or systems or introducing significant improvements in existing products, processes, or systems.
Operations should involve Portuguese entities under the following European initiatives from the EUREKA Network:
- Cluster Projects and EUREKA Network Projects (including projects participating in GLOBALSTARS calls and Multilateral calls);
- EUROSTARS Program, part of the European Partnership for Innovative SMEs within the EUREKA Network.
This notice applies to all NUTS II regions of Mainland Portugal (North, Center, Lisbon, Alentejo, and Algarve). The project location corresponds to the region where the investment will take place. In the case of co-promotion applications, entities based in the autonomous regions of the Azores and Madeira are also eligible when financed by the Innovation and Digital Transition Program.
Form of Support
The support provided is in the form of a non-repayable grant.

Applications open on 30 October 2024 and close on 31 October 2025, with evaluations and decisions conducted in the following phases:
- Phase 1: 30/10/2024 to 28/02/2025 (18:00)
- Phase 2: 28/02/2025 to 30/06/2025 (18:00)
- Phase 3: 30/06/2025 to 31/10/2025 (18:00)
