Portugal 2030 materializes the Partnership Agreement established between Portugal and the European Commission, which sets the major strategic objectives for the application, between 2021 and 2027, of a total amount of €23 billion in projects that stimulate and develop the Portuguese economy during this period.

ANI is the intermediary body responsible for the selection and management of applications for the Research and Development Incentive System (SIID), under the COMPETE2030 Program and the Regional Programs for the Center, Alentejo, Algarve, and Lisbon. It also assumes responsibilities in typologies under the Support Systems for the Creation of Scientific and Technological Knowledge (SACCCT) and Collective Actions – Knowledge Transfer.

The projects supported can be submitted in the form of co-promotion or individual projects:

Co-promotion Projects:

Projects carried out in partnership between companies or between companies and non-business entities of the R&D System (ENESII), led by companies and involving industrial research and experimental development activities, leading to the creation of new products, processes, or systems or the introduction of significant improvements in existing products, processes, or systems.

Individual Projects:

Projects carried out by a single company, also involving industrial research and experimental development activities, stimulating economic valorization and promoting innovation.

Under SIID, applications for the following Project Types are supported:

Business R&D Projects

Industrial research and/or experimental development activities, leading to the creation of new products, processes, or systems or the introduction of significant improvements in existing products, processes, or systems.

Demonstrative Projects

Operations involving advanced technologies and/or pilot lines, based on successfully completed R&D activities, aimed at demonstrating to a specialized audience in a real situation the economic and technical advantage of new technological solutions that have not been sufficiently validated for commercial use.

Mobilizing Programs

Co-promotion operations involving high technological and innovation content, contributing to the value chain of products, services, or processes and acting as drivers of scientific and technological capabilities and competences, inducing significant impacts at the sectoral, multi-sectoral, regional, cluster, or other collective dynamics levels, allowing the internalization and exploitation of the developed technologies.

Proof of Concept

Operations aimed at demonstrating an idea and validating its performance, allowing results to be evaluated and implementation challenges minimized.

R&D Hubs

Operations aimed at creating or strengthening companies’ internal R&D competencies and capabilities.

Internationalization Projects:

Operations supporting the internationalization of business R&D, including:

Operations supporting the internationalization of business R&D, including: Support for the preparation of applications to European Programs: Operations supporting the preparation and submission of applications to R&I programs funded by the European Union. Under this category, applications from ENESII are also supported;

R&D Projects integrated into International Partnerships: Industrial R&D operations on a European scale;

Operations aimed at boosting participation in international R&I networks by companies

Operations awarded a Seal of Excellence under the Horizon 2020 program, Horizon Europe program, or other European programs

Intellectual and Industrial Property

Operations aimed at registering intellectual and industrial property rights in the form of patents, utility models, designs or models, copyrights, and related rights, through national, European, and international channels.

Simplified Regime Operations

Support for consulting services in research and innovation, specifically consulting services in research and technological development activities, as well as technology transfer services, under a simplified regime in accordance with the de minimis aid regime.

Under SACCCT and the Collective Actions Support System – Knowledge Transfer, applications for the following Project Types are supported:
