INNOVATION PROCUREMENT

Public sector procurement can be an important tool for inducing innovation and R&D activities, both in companies and public entities purchasing products and services.

Thepublic procurement of innovation(or innovation procurement) occur when contracting authoritiesseek to acquire the development or application of innovative cutting-edge solutionsto meet the medium- to long-term needs of the public sector, consisting of a tool that aims to provide public services with themaximum quality and efficiencypossible.

Em 2018, a collaboration protocol with IMPIC – Institute of Public Markets, Real Estate and Construction, which gave rise to the competence center Search+i.

In the field of Public Procurement for Innovation, ANI should:

  1. Contribute to the adoption of new approaches in technological areas such as the digitalization of the economy, the circular economy and energy efficiency;

2. Contribute to the coordination or support of sectoral efforts of strategic interest, such as health, space, biotechnology, agriculture, agro-industry or the sea..

In this sense, ANI is developing actions to stimulate innovation through public procurement processes.

SEARCH+i

O PROCURE+ithe Competence Center for Public Procurement of Innovation is the result of a joint initiative by ANI and the Institute of Public Markets, Real Estate and Construction (IMPIC). The vision of the Competence Centre (CC) is to promote Public Procurement Innovation (CPI) in Portugal, by raising awareness of the advantages of this strategic procurement, facilitating the expansion of knowledge about CPI in all public contracting entities and acting to improve market conditions to bring supply and demand closer together.

CREATION OF PROCURE+i

The Competence Centre to support Public Procurement Innovation (Procure+i) was an operation co-financed by COMPETE 2020 – SAMA/ SATDAP – Support System for the Digital Transition of Public Administration, of the type of actions to promote and publicize initiatives with a view to disseminating best practices and sharing knowledge of new forms of internal organization and the provision of public services to citizens and businesses, as well as the development of new models of innovation and experimentation in public administration, such as innovation labs, incubation platforms and accelerators, collaborative projects to co-create innovative solutions, integrated governance projects, particularly those aimed at international cooperation and responses to societal challenges.

The project aimed to pilot a CC-CPI Public Procurement Innovation competence center in Portugal, Procure + I through the experimental introduction of good innovation public procurement practices.

Specifically, the project aimed to:

  • To set up, within existing public organizations, a competence center for CPI, with the aim of optimizing their organic and functional model. Procure + i was set up in partnership with IMPIC;
  • Developing and testing an offer of support services for public procurement of innovation, raising public administration awareness of the issue of public procurement of innovation (CPI) and its importance;
  • Empowering public entities through the exchange of experiences and benchmarking of good practices developed by the ANI team and IMPIC (Institute of Public Markets, Real Estate and Construction), sometimes experimenting with models to support public procurement of innovation, sometimes transferring tools and methodologies already validated in European CPI competence centers, adapting them to the national context;
  • Communicate and disseminate the activity of the Competence Centre – CPI, giving contracting authorities and other interested parties access to appropriate knowledge and information, as well as specialized assistance in public procurement innovation, and cooperation with other equivalent structures at European and international level.

This made it possible, using the resources and capacity installed at ANI and IMPIC, to develop a set of new services aimed at supporting public procurement innovation initiatives. These services have enabled buyers to further improve their procurement practices, including innovation. The improved capacity to make innovative proposals has also allowed public buyers to initiate collaborative and joint purchases at national and cross-border level. In this way it will be possible to bring about improvements in economic activity and the competitiveness of companies on both the national and European markets.

Activities / sub-projects

The operation is structured into five types of Action corresponding to five sub-projects that are interrelated and complement each other, as shown below.

  1. Awareness-raising actions;
  2. Training actions;
  3. Actions to implement IPC services;
  4. Tool transfer actions;
  5. Learning/improvement actions associated with the operation.
