Collaborative Laboratories are private non-profit associations or companies with dynamic and innovative environments that encourage interdisciplinary collaboration and co-creation, playing a crucial role in advancing science, technology, and innovation.
Their main objective is to create, directly and indirectly, qualified employment and scientific employment in Portugal through the implementation of research and innovation agendas aimed at creating economic and social value.

Recognition Process
A CoLAB can be established as a company or a private non-profit association and must include at least one company and one R&D unit evaluated and funded by FCT or a State Laboratory.
As part of the recognition process, granted by the Foundation for Science and Technology (FCT), it must be demonstrated that the CoLAB contributes to:
- Stimulating the creation of qualified employment that generates economic and social value in Portugal, including innovation-oriented jobs, to increase the competitiveness of the productive and social sectors, particularly companies.
- Diversifying, stimulating, and coordinating activities based on scientific knowledge.
- Promoting the creation of critical mass to foster new focal points for R&D activities throughout the national territory.
- Building collectives that facilitate the co-creation of new knowledge, fostering creativity and the production of new knowledge.

ANI is the entity responsible for monitoring the implementation of each CoLAB’s research and innovation agenda, in line with the approved applications that supported the awarding of Collaborative Laboratory titles.

Financing Process
ANI is dedicated to monitoring the public base financing processes for CoLABs, promoting, as per the implemented monitoring process, qualification, equipment modernization, integration into national and international networks and platforms, technical training of assets, and direct and indirect creation of qualified jobs.
Notice 01/C05-i02/2022
Invitation for the submission of “Expressions of Interest” by collaborative laboratories for the base financing program within the Recovery and Resilience Plan framework.
This invitation aims to support the qualification, equipment modernization, technical training of assets, and hiring of highly qualified resources by the 35 CoLABs recognized by the Foundation for Science and Technology up to December 2021.
The Interface Mission is part of Component 5 ‘Business Capitalization and Innovation,’ with the main objective of expanding and consolidating the network of interface institutions between the academic, scientific, and technological system and the Portuguese business sector, ensuring the necessary support to maximize their impact on promoting R&D investment and innovative investment in companies, particularly regarding their export potential.
The Interface Mission thus aims to secure base public financing to strengthen the network of interface institutions as defined in the current legal regime, approved by Decree-Law No. 63/2019 of May 16, commonly known as the “Science Law,” as well as in its first revision regarding “Technology and Innovation Centers – CTI” and “Collaborative Laboratories – CoLAB,” approved by Decree-Law No. 126-B/2021 of December 31.

Indicative Allocation
