Course overview: This course examines the complexities of intellectual property management in the context of the geopolitical shifts that have taken place in recent years, which are affecting traditional open science and open economy policies. It is aimed at professionals involved in scientific and technological innovation systems within companies and higher education institutions.
The aim of these sessions is to provide strategic guidance on adapting intellectual property protection to current security requirements, by analysing regulatory aspects and sharing strategies to maximise understanding of foreign partners during standard initiatives to attract foreign investment, export, internationalise and expand into new markets, or when establishing new scientific with foreign entities.

Geopolitical developments and security intelligence | This session examines the risks and threats to internal security within a changing geopolitical context, outlining the role of the Security Intelligence Service in relation to its mission, modus operandi identified in Portugal, and reporting mechanisms. | 2 |

The Knowledge Protection Programme (KPP) | An awareness-raising initiative by one of SIS’s outreach programmes, focusing on the protection of critical and sensitive information held by the Portuguese State and of knowledge generated within companies and scientific research organisations. Practical advice is provided on implementing security rules and procedures relating to the physical security of premises, behavioural security whilst travelling, cybersecurity, and security in the recruitment of new staff. | 2 |

Understanding the unintended transfer of knowledge and technology | This session focuses on presenting legal and strategic frameworks (at national, EU and international levels) and discussing practical case studies that help to identify, assess and mitigate specific risks associated with the unintended transfer of intellectual property. | 2 |
| 4. The licensing of dual-use items in Portugal | A session organised by SIS, with the participation of the Licensing Services Directorate (DSL) of the Tax and Customs Authority (AT), during which licensing procedures relating to foreign trade are presented and discussed. | 3 |
| 5. Research safety | A session organised by SIS, featuring a research security expert, during which a set of best practices in the context of the internationalisation of science will be presented and discussed. | 3 |

Implementation of preventive strategies: verification of partners’ integrity | A session aimed at developing organisational strategies, during which a risk matrix tailored to the organisation’s needs is created to mitigate exposure to situations involving the unintended transfer of knowledge and technology, followed by a discussion of best practices. | 4 |
