Support For
Hiring Highly Qualified Human Resources for SMEs
Actions Covered by This Call
Eligible within the scope of this Notice are the hiring of HQHR by companies (SMEs) with activities aligned with the Lisbon RIS3 Smart Specialization Strategy 2021-2027.
The human resources to be hired must possess qualification levels of 6 (bachelor’s degree), 7 (master’s degree), or 8 (PhD and post-doctorate) as defined in Annex II of Ordinance no. 782/2009, dated July 23, as a way to acquire critical mass and support the development of processes that promote business innovation.
Eligible Entities
Micro, Small, and Medium Enterprises may access this support as provided for in subparagraph a) of Article 112 of the Specific Regulation for the Thematic Area of Innovation and Digital Transition (REIDT), approved by Ordinance no. 103-A/2023, dated October 12, and amended by Ordinances no. 184/2023, dated July 3, and no. 328-B/2023, dated October 30.

Goals and Objectives
The formulation of the Lisbon RIS3 aims to balance the proximity between the existing business fabric and concrete agendas of the economy based on knowledge, digitization, and decarbonization.
It is a priority to promote the hiring of highly qualified resources (HQHR), in activities aligned with the R&D and innovation strategy, aimed at adapting companies to change, in a logic of growth and internationalization, increasing the proportion of highly qualified personnel in the job market (and in companies), but also addressing challenges related to climate and digital transitions.
By promoting skilled employment (higher education level or above), the interaction between companies and scientific and technological infrastructures will be strengthened, maintaining the objective of incentivizing hiring in a logic of sustainable and quality employment creation, while also promoting the professional insertion and economic valorization in the non-academic environment of human resources supported in their advanced training.
