European Union presents Strategy to strengthen leadership in quantum technologies

Plan defines five priority areas and anticipates proposal for Quantum Act in 2026

The European Commission recently unveiled the Europe Strategy for Quantum: Quantum Europe in a Changing World, which aims to consolidate the European Union’s role as a world leader in quantum technologies. The aim is to turn Europe into a competitive industrial centre in this emerging field, aligning efforts between research, innovation and industrial application.

The strategic plan focuses on five areas: Research and Innovation, Quantum Infrastructures, the European Quantum Ecosystem, Quantum Technologies with Dual Potential (Security and Defence) and Quantum Skills. There are plans to create a European Quantum Research and Innovation Initiative and to step up investment in infrastructures such as EuroQCI.

To support industrialisation, the Commission will launch six quantum production pilot lines by 2025, create a quantum design facility and present a European quantum standards roadmap by 2026. The defence component includes an agreement with the ESA for a quantum technology roadmap in space.

In 2026, the European Quantum Skills Academy will also be created to train specialised professionals and respond to the needs of the sector.

The next step will be the presentation of the Quantum Act in 2026, which will define the governance and financing model to ensure the implementation of the strategy.
