The European Commission allocated approximately €13.35 million to 14 projects involving Portuguese entities under a 2024 call titled ‘Global Leadership in Renewable Energy’, part of the Cluster 5 of Horizon Europe: Climate, Energy, and Mobility. This amount represents a funding capture rate of roughly 5.5%.
In total, Portugal participated in 53 proposals, of which 14 were approved for funding, achieving an approval rate of 26.4%, above the European average of 16.3%. These selected projects feature 27 participations from 23 Portuguese entities.

National Coordination:
- The SPECTRUM project (Solar PolygEneration Collector for combined heaT, poweR, hydrogen fUel and wastewater treatMent), coordinated by the National Laboratory for Energy and Geology (LNEG), includes a European consortium of 10 academic and business entities, with another Portuguese partner, IST-ID. The project’s total budget is approximately €3 million.
Institutional Contributions:
The INESC-TEC participated in 4 out of the 14 approved projects, securing a total budget of €1.7 million.
Since the beginning of Horizon Europe (2021–2024), Portugal has secured €153.1 million in funding under Cluster 5, including partnerships.
