European Commission presents proposal for the new European Research Area Agenda 2025-2027

New ERA Agenda 2025-2027 defines priorities for research and innovation in Europe

The European Commission has adopted the proposal for the Council Recommendation on the European Research Area (ERA) Agenda 2025-2027. Developed in close collaboration with the Member States, countries associated with Horizon Europe and various European stakeholders, this proposal defines the strategic roadmap for the next three years.

As in the previous Agenda (2022-2024), the activities outlined aim to strengthen cooperation in various areas, from promoting open science to reforming research evaluation systems. The main focus is to turn the priorities of the Pact for Research and Innovation (R&I) into concrete results, contributing to the European Union’s long-term vision and the consolidation of the European Research Area.

The proposal is based on three main components:

  • Political Narrative, which defines the strategic objectives and the main challenges identified.
  • ERA’s Structural Policies, which cover long-term policies, including open science, research infrastructures and scientific careers. This section also sets out specific actions for current challenges, such as artificial intelligence in science, security in research and the role of science in policy-making.
  • Annexes, which include detailed descriptions of each structural policy and planned action (ERA Action), based on the documents developed at the ERA Forum.

The final adoption of the ERA 2025-2027 Agenda by the Council is scheduled for May 2025, under the Polish Presidency.
