EUREKA & EUROSTARS
The Eureka Network is the world’s largest public network for international R&D and innovation collaboration, present in more than 45 countries. Since 1985, it has supported R&D and the commercialization of thousands of innovative products, processes, or services that positively impact society worldwide.
The Eureka Network’s objective is to promote the growth of start-ups, SMEs, large companies, research centers, and universities by financing and supporting international R&D cooperation and providing services for investment readiness.
The ANI is responsible for national representation in the Eureka network and for funding Eureka network projects through a national notice launched by COMPETE.
Eureka Instruments are based on a bottom-up philosophy, where entities have the freedom and flexibility to:
- Choose the technological focus of their R&D project;
- Create their ideal consortium with partners from various Eureka countries (and third countries such as South Africa, Argentina, Canada, Chile, South Korea, Singapore);
- Select the Eureka instrument that best meets their needs:

Eureka Network Projects
Funding
Eureka Network projects are financed decentrally by each country. Every country funds its national entities according to its financing programs.
In Portugal, national participation in projects that have obtained the Eureka quality label is financed through the SIID Notice – Internationalization of R&D – Operations for Industrial R&D on a European Scale under PT2030.

This notice covers Portuguese entities participating in projects with a Eureka label within the following programs:
Eureka Clusters and Network Projects (including those participating in GLOBALSTARS and multilateral calls);
EUROSTARS-3, under the European Partnership for Innovative SMEs.
Eligible for funding:
Eligible for funding:
- SMEs and small-mid cap companies
- Non-business entities of the research and innovation system (ENESIIs) from mainland Portugal and the Azores and Madeira (as co-promoters).
Large companies are not eligible for funding.
If your organization is involved in a project approved under one of these programs with an assigned Eureka label, you must submit your application through the Fund Portal to obtain funding for your participation.

EUROSTARS-3
EUROSTARS is one of the European Partnership for Innovative SMEs programs, a project under the Eureka Network co-financed by the European Union through Horizon Europe. It aims to fund international R&D and Innovation (R&DI) projects led by innovative SMEs in collaboration with large companies, universities, research centers, and other entities.
It is the largest international funding program for SMEs that want to collaborate on R&DI projects to develop new products, processes, or innovative services for commercialization.

By participating in a Eurostars project, organizations from 37 countries can access public funding for their international consortium R&DI projects, covering all technological areas.
In addition to EU member states, Horizon Europe-associated countries and non-European countries (South Africa, Canada, South Korea, and Singapore) also participate in this program, with their own public funding.
Eurostars is a competitive program with a 29% approval rate for applications.
The Eurostars application submission process is centralized, and the evaluation procedures are transparent and rigorous.

EUROPEAN PARTNERSHIP “INNOVATIVE SMEs”
INNOWWIDE
Innowwide is funded by the European Union as part of the European Partnership for Innovative SMEs.
INNOWWIDE is directed at European SMEs aiming to compete in global markets.
The program will support feasibility studies with €60,000, subcontracting local partner entities in third countries.
If your company is an innovative SME with the ambition to develop a new product, process, or service aimed at a strategic market outside the EU or Horizon Europe-associated countries and needs to assess its technical, commercial, legal, and socioeconomic viability, the Eureka-Innowwide instrument could be the solution.
The second Innowwide call has €4.2M to fund 70 market feasibility projects (€60,000 per project) in countries across Africa, the Americas, Asia, and Oceania.
