ANI announces the publication of two Calls for Tenders as part of the implementation of the National Strategy for Semiconductors, approved by Council of Ministers Resolution No. 12/2024 of January.
The main objective of the National Strategy for Semiconductors is to boost the microelectronics and semiconductor industry in Portugal by creating mechanisms that strengthen business capacity and research, development, and innovation (R&D&I) at the national level. This strategy also promotes the development of synergies with international partners and the active participation of national entities in European programs dedicated to the sector.
Council of Ministers Resolution No. 12/2024 also establishes the national financial support framework for the period from 2024 to 2027, creating the necessary conditions for the co-financing of initiatives launched by the European Commission, as well as complementary national initiatives that contribute to the implementation of this strategy.
In this context, Ordinance No. 444/2025/1 of December 15 was approved, which approves the Regulation for Support for Research, Development, and Innovation (R&D&I) Projects in the field of semiconductors. This regulation specifically covers projects integrated into the European Chips Joint Undertaking (CHIPS JU) Partnership, which implements Pillar 1 of the European Chips Act Initiative.
The now regulated national support is intended for projects with a special focus on the development of pilot lines, design platforms, quantum chips, and associated semiconductor technologies, strengthening Portugal’s position in the European semiconductor value chain.
Considering that, within the scope of the tenders launched by CHIPS JU, applications have already been submitted and consortia involving national entities have been approved, ANI hereby publishes the following Calls for Tenders:
- Notice AAC-ANI-CHIPS-iniciCOFUND-01/2025, for the submission of an application by the International Iberian Nanotechnology Laboratory (INL);
- Notice AAC-ANI-CHIPS-iniciCOFUND-02/2025, for the submission of applications by the Telecommunications Institute (IT).
These Calls for Proposals aim to secure national co-financing for Portuguese participation in strategic European projects in the field of semiconductors, contributing to the strengthening of the national innovation ecosystem, scientific and technological capacity building, and increasing the competitiveness of the Portuguese economy in a sector considered critical to Europe’s strategic autonomy.
