The National Strategy for Intelligent Specialisation (ENEI 2030), for which ANI is responsible for coordination, is one of the public policies that strongly contributes to this strategic goal.<\/strong><\/p>\n

However, successful implementation of this strategy requires solid multi-level coordination from the outset, particularly between the national and regional dimensions. In Portugal, the EREIs (Regional Strategies for Intelligent Specialization) are the regional expression of the intelligent specialization rationale. They are made up of 7 independent regional strategies, namely: North, Centre, Lisbon and Tagus Valley, Alentejo, Algarve, Azores and Madeira.<\/p>\n

It is in the context of monitoring ENEI 2030, and taking into account the major multi-level coordination effort that this requires, that it is essential to develop an innovative solution that is capable of monitoring and evaluating the evolution of the Portuguese SNI (National Innovation System) in an integrated manner, so that it is possible to assess the extent to which the dynamics observed in the SNI are occurring in a convergent manner with what is recommended by ENEI 2030, as well as by the EREIs.<\/p>\n

The main aim of this solution is to make it possible to assess the effectiveness with which these strategies are being implemented so that, if necessary, improvements can be made.<\/p>\n

Public Procurement for Innovation (CPI) is also a public policy whose encouragement, development and promotion is also within ANI’s remit. It is a fundamental mechanism for promoting the development of innovative solutions that respond to the technological and social challenges of the country’s public policies, so it makes perfect sense to mobilize this instrument to respond to the challenges mentioned above regarding ENEI 2030.<\/p>\n

Prior to the public procurement procedure, a preliminary market consultation (PMC)<\/strong> will be carried out, the aim of which is to gather information on technological advances, alternatives, innovations and market prices, thus enabling the identification of possible solutions that can respond to the challenges defined by ANI. This consultation is essential for defining, in future procurement procedures, the technical and functional characteristics of the infrastructure to be developed.<\/strong><\/p>\n

In this context, and in order to prepare the possible procurement procedure for one or more projects aimed at creating a centralized infrastructure to support the governance of innovation policies, this invitation to participate in the preliminary market consultation is published. The consultation consists of listening to the market, guided by a series of dialogues with economic operators<\/strong>, with the aim of informing them about the technological and operational challenges that ANI has identified, as well as the specific needs that are expected to be met by the proposed solution.<\/p>\n

The launch event for the Preliminary Market Consultation for the GenAI Innovation Data Space project took place at ANI’s premises in Porto on November 20, 2024. The CPM falls within the scope of ANI’s strategy for monitoring and evaluating ENEI 2030, set out in Article 35-A(1) of the Public Contracts Code (CCP)<\/strong>, and is implemented through the GenAI Innovation Data Space \/ Centralized Innovation Data Infrastructure with Generative AI project.<\/p>\n
