The application process to participate in an IPCEI involves different stages and negotiations between Member States and the European Commission. Member States identify a market failure and consider the possibility of establishing an IPCEI
to address it. Each Member State launches national Expressions <\/span>of Interest (EOI) and calls for proposals, to which interested parties may apply to join the IPCEI.
<\/span><\/p>\n

The final evaluation of IPCEIs is carried out by the Directorate-General for Competition of the European Commission, which analyzes the project’s compliance with the criteria for the compatibility of state aid with the internal market as established in Communication 2021\/C 528\/02<\/a>.<\/p>\n

<\/strong><\/span><\/span><\/span>To be eligible, projects must be co-financed by the beneficiaries, ensure common benefits, and demonstrate their innovative capacity and high added value. <\/p>\n

In order to identify strategic areas of interest for potential future IPCEIs and increase the effectiveness of IPCEI design, evaluation, and implementation, the European Commission created the Joint European Forum for IPCEI (JEF-IPCEI)<\/a>, in which ANI participates and monitors developments regarding potential strategic areas for new IPCEIs.
