A new Public Procurement for Innovation (PPI) guidance document has been launched. The Procure2Innovate Network (P2i) has created a guidance method for those interested in creating a competence centre for innovation procurement.

The document "How to set up a competence centre for innovation procurement" outlines a broad set of key actions for the creation of a competence centre: from the most basic to the most advanced requirements. A description of the concept, the identification of what needs to be ensured to start its creation and the actions to be taken to establish credibility and gain the confidence of public buyers, are some of the elements that can be found in this guide. The readers are also advised of the priorities they should take on when the skills centre starts to function.

The P2i project was based on three workshops for sharing ideas between existing competence centres and real experiences.

What is its ambition and scope? Who is its target audience? What is the minimum set of services you would like to offer? What are your KPIs and evaluation standards? These are some of the questions answered in the guide, presented on 12 October at the event “Benchmarking of national innovation procurement investments and policy frameworks across Europe”.

This initiative was part of the activities of the European Commission's Procure2Innovate project, which aims at the creation and implementation of Public Innovation Procurement Competence Centres in Europe to stimulate innovation through PP processes.

ANI is part of P2i through a consortium of 19 partners from several European countries which aims to stimulate innovation through public procurement processes.
